I think that "Dinner is not over" means that its symbolizing life and how you shouldn't kill yourself because you should live your life and appreciate living because life is short and you shouldn't worry about dying. And the song telling that they've tasted dying might be a ghost or guardian angel telling this person that they've killed themselves and how much they regret it. It might also mean that this person shouldn't be so down on themselves and that they should love life because life is short and in the end, there's nothing you can do about it. Thats just what I think however. There could be more to it.

I think this song is about not killing yourself til you've seen the best parts of life, after you've seen what your life can bring you then it's okay to kill yourself, but your need to eat all your dinner (live your best life) before you can have your dessert (death) therefore more explaining why he said he's tasted friendship, heartbreak, and excetera explaining why he would want the dessert.
