This is about the arbitrary nature of "fame" in today's society and the craving people have to get it. It has nothing to do with the you. S. Or Canada specifically, but is rather a commentary on the degradation of North American society as a whole.
"The All American dream is getting 15 (minutes of fame) for free": A commentary on the sense of entitlement to fame that people have and how they expect things to be handed to them because that's all they ever see in the media; "stars" being given everything they want. It's saying that in general, people want the fast track to success or stardom without doing any of the work.
