Now, I got pins and needles on my tongue
She says she has "pins and needles," which means "in a state of tense anticipation," or a tingling feeling on feet or hands. In this case, "on [her] tongue," it means she doesn't know what she will say and is speechless/nervous about being with him. She's excited yet anxious.

And
This song is based on wordplay. She says "you made a really deep cut" and it seems that she means a literal physical cut that resulted in "blood," but she is playing off of the phrase "bad blood" which means "enmity or bitterness among individuals." The emotional cut that he caused in her has given the pair of them "bad blood" so that they won't want to interact in the future.

Take a sip, sign the check
Julio! Get the stretch!
Ride to Harlem, Hollywood, Jackson, Mississippi
He's at a restaurant/bar, and is asking the waiter to fill his glass with liquor (alcohol of some kind). The fact that he then says "take a sip, sign the check" shows that he is rich enough not to care about finishing the drink. Alternatively, he's careless and having a lot of fun. But we can assume he is rich because he owns/is renting a "stretch" (limo). He calls the limo a "stretch" because limo are stretched out, elongated.

The Wikipedia page for "Shut Up and Dance" explains its background. Singer Nicholas Petricca based the song off of an experience at a party in Los Angeles. "We were at the bar, and it was taking forever to get a drink. I was frustrated because there was great music playing and I wanted to be out there." Apparently his girlfriend suddenly pulled him out to dance, inspiring the chorus and title of the song. Later, Petricca remembered his high school days of being a "dork" to complete and round out the song. Petricca said that the theme of "Shut Up and Dance" is "Encouraging people to let go of whatever it is that’s bothering you and get into your body and out of your head." I think that this song is about being free and in the moment, and appreciating the people around you. It shows that when the speaker just "shut up and danced," he realized how important his "discotheque Juliet teenage dream" was to him. If she hadn't physically grabbed him and made him dance with her, focusing only on her, he wouldn't have had this realization and it would have just been another boring day.
