The song is obviously commited to revealing the president(s) as a coward who would rather use people's need for money (the Poor) in order to calm or to end the threats in the world. The porr are suffering because they need to, not because they want to. Nobody in the right mind wants to kill another human being. The president is one of those people, so he gets somebody else to do it for him/her. System of a down is awesome!
