I think its about a confederate solider from the Civil War. "There is a million sad stories on the side of the road...million of sad stories froze in the mud" refers to dead soldiers frozen on the road, their lives lost. The soldier will never be the same again, lost in the tragedy of the war, never to see his love again. He "lives only to see you regret everything that youve done" is reference to Lincoln and the desire to see him regret the war he brought upon the South.
