From a literal point of view it's about an older guy and a younger girl who want to get together, but realize that what they want to do is against the rules. The guy is kind of pleading with the girl I guess. He wants her to give into their feelings even though it's not the safest thing to do.
Figuratively it's about being young and foolish but still being able to recognize that some feelings are too strong to ignore!
