Omertà is a code much like the eye for an eye rule. And it's not just about cops and robbers bs. For centuries omertà has been the 'rule of honor' amongst families in various cultures. Depending on the crime committed, the town justice would give written permission to carry out the code, leaving justice in the hands of the families involved. A slip of the tongue could result in a slit of the throat, as members of a wronged family would hide in towers outside/ inbetween cities and wait for any member of the opposing family to come by.
