Caught in the tide, just following everyone but taking no action of your own- no confidence to speak out or take action of your own. He sees the gypsies who are free spirited and take advantage of all opportunities rule in this world of sheep.

When he steps forward by himself (dances alone) and faces the heat/it starts getting tough (sun bleeding down) blame the struggle on him. I see this less as him asking people to blame it on him, but more as what they are doing anyway. When he tries to make the perfect world and it gets tough, instead of people helping they make excuses and then any struggle he comes across is his own fault.

Instead of trying to create the perfect world - we count excuses as to why we can't. We have the opportunity to do something but we don't take it - the treasure is there but we are throwing it away by doing nothing. What are we waiting for.

When he takes action and starts seizing opportunity by himself (dancing alone) and things go wrong/it starts getting tough (the sun bleeding down- dancing about in the sun would get tiring and tough!) the rest of the people who didn't do anything blame it on him. Why'd he even do it?

Instead of doing something, they counted excuses to not do it. Instead of taking the treasure, the wasted the opportunity and threw it away- what are they waiting for? Note - the treasure is symbolic of a missed opportunity, and not finding some gold and then throwing it away coz you don't want it like the above explanation suggests.
