They both feel the same way but they're just too afraid to take the risk dahil baka pag umamin yung isa ay masira yung kung ano ang meron sila sa kasalukuyan. The one singing the song is encouraging the person to tell her/him what he really feels. Na siguro kapag nasabi na niya yung nararamdaman niya, they could finally put a label on what they have.
