If you listen closely, Billy is not saying "Tube Snake Boogie" but "Tube Steak Boogie" which refers to a male's appendage that is sometimes called, in the vernacular, a "tube steak". All the other lyrics refer to how females of his acquaintance do it "all night long", "really gets down", "she likes to boogie", etc. Indicating they seem to be very good at it and like to do "The Tube Steak Boogie" or, in other words, have sex. It's possible this was a ruse to get it by the censors.
