I think this song is about the draft. In WWII, men and young men who were registered were deployed to go fight in the war. This is about when they return, and everyone's all blithe and doesn't care what happens, it's celebration. It says, "Welcome home, troops!" I think this is personally Thin Lizzy's best song off this album
