It's definitely about Roger Waters, but I don't think it's David Gilmour resenting Roger Waters, but pointing out how Roger Waters' resentment of David was destroying Waters' life. I don't think Roger Waters was able to cope with the fame of Pink Floyd. Watch and or listen to The Wall, it's basically about Roger Waters being haunted by his childhood and further haunted by his fame. I wish to God they could work it out, and I hope that they are able to take stock of what they accomplished together. The entire Division Bell album seems to be David reaching out to Roger, and Roger running away from the idea of reconciliation.
