In this line he is saying that much like many of us he had been and yet nobody aided him when he asked for it, either from officials or parents. This could also tie into the second line that he is being abused via negligence to treat the "disorder that's controlled my youth. " And judging by personal experience I can relate because he clearly has depression, asked for help and people ignored him and didn't care to help him. So when he says "I am in a fleshy tomb buried up above the ground" he can either be saying he is already emotionally dead inside, or how I sometimes feel, that he is already dead in the sense that nobody would grieve because he is already gone to them.
