It's a shame, how simple are the explanations for this line. Of course it refers to Syd Barrett, and that is, or may be the main meaning. But I think it refers also to the "you" in the whole song, however I don't know exactly who is that (I don't think Syd Barrett is the one and only answer).
The last.fm page (and wikipedia) says it is also about "Roger Waters' feelings of alienation from other people" (http://www.last.fm/music/Pink+Floyd/_/Wish+You+Were+Here). I think that might be also true, and can lead to a good understanding of this line.
It's a very good song, one of my favourites, I'd like to think, that for that "you" everyone can place a person they miss for any reason.

Miner for truth and delusion is a metaphor for schizophrenia, a mental disorder characterized by failure to recognize what is real. It could simbolize a search for truth, reality, and the abilty to distingiush between that, and the hallucination.
However, it is also a metaphor for artistry. It is hard to explain, but real art always carries a piece of truth inside it, but sometimes it also deceives the audience (i mean, that the truth is hidden, and easily missed). Artists look for the truth only they can see, even if it is a simple one.
I think there could be even more to this line, very far references to poetry, etc... but those are just my ideas.

Seewhy, that statement in itself seems to be correct, but I seriously doubt that's all to it - you have to explain all the roles (raver, seer of visions, painter, prisoner), see the whole context as one, not just pick one part.
I'd like to think, that raver (as a verb: to talk wildly, as in delirium) seer of visions and painter is a reference to the genius mind of Syd, while prisoner could mean, that he is a prisoner to his own mind, and that would explain, why is that the last.
I agree, that piper could refer to that specific album, however, it can have many more meanings e.g. it could refer to music itself.
