I haven't seen anyone talk about this song.
I am guessing this was written during the 60's the rain my have been the war in Vietnam and the political struggles of that time I;m not sure.
The second verse talked about going down to Virginia. Kind of sounds like a religious cult or following "seeking shelter" from a storm. "watching the tower grow" is the Jehovah's Witness, not sure
Bottom line is sounds like what he tried didn't help because the "rain kept porin" falling on his ears.
He is still wondering in this song to find the answers he is seeking.
