    The populace is blind and considers the soldiers, who are people like them, and should be valued like them, to be an expendable resource. The line "we may make it through the war if we make it through the night" is to be juxtaposed with "... But we've got a million more", giving more concern and identity to the soldiers as opposed to the people who see them as nothing but a resource.

    It means that the writers are ignorant of worldly events-- the causes of war, the toll of war, the resolution of wars, etc. Ignorant of their audience while claiming "all the people say" whatever drivel the writers put into their mouths.
    This is a classic case of navel-scratching from the comfort of their bed in between bong-hits and know-it-all pontification that misses the mark so badly as to be informative for the rest of humanity.
