The various stanzas describe the country, his relationship with his girlfriend, the government, the enemy and the support from the nearby countries, the contrast between the "winners" and "losers" in war, and, finally, the man's decision to evade the draft.

    For whatever reason I sing this song whenever I do dishes. I generally enjoy songs without worrying over their meaning, but yours seems very plausible. The Vietnam War was in the sixties as was Dylan's start. I won't go into a line-by-line summary but I do understand your interpretation of "the sky is erupting I must go where it's quiet" would give a very good reason for avoiding a draft.
